From an HR Challenge to a Legal Requirement: Addressing Psychosocial Risks
Starting October 6, 2025, all organizations will be required to include the prevention of psychosocial risks (PSR) in their action plan or prevention program. Harassment, violence, overload, lack of recognition… these issues are no longer just HR challenges — they are becoming a legal obligation.
Your Obligations Under Bill 27
For organizations with fewer than 20
employees (5 or more)
- Appoint a health and safety liaison officer
- Identify and assess psychosocial risks
- Raise awareness and inform staff about these issues
- Implement a simple prevention action plan
- Provide a support mechanism for affected employees
For organizations with 20 employees or more
- Establish a Health and Safety Committee
- Integrate psychosocial risks (PSR) into the mandatory prevention program
- Develop clear prevention policies and procedures
- Ensure ongoing monitoring and continuous evaluation of actions
- Provide appropriate resources and tailored support
The psychosocial risks (3) identified by the CNESST include: harassment, violence (physical, psychological, conjugal, family or sexual), and exposure to a potentially traumatic event.
The five psychosocial risk factors (5) relate to workload, decision-making autonomy, organizational justice, recognition, and support at work.
